Saif bin Zayed Reviews the Efforts of the MoI Smart and E-Service Developments

Listened to a Briefing about Smart Government Transition

During a meeting held on Monday at the Abu Dhabi Police General Headquarters (GHQ), Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, reviewed the efforts of the E-Services and Smart Applications Team at the Ministry of Interior (MoI) in their development of the ministry’s smart applications and services offered to citizens and residents. Valuing the team’s efforts of keeping pace with technological developments, His Highness urged the team to redouble their efforts and augment the services provided to the public in accordance with the best international standards.

First Lieutenant Mohammed Darwish Al Balouki, Head of the Technical Team for developing the smartphone applications, presented a brief regarding the development of the project to His Highness, alongside Major General Nasser Lakhrebani Al Nuaimi, Secretary General of the Office of HH Deputy Prime Minister and Minister of Interior; and Major General Dr. Ahmed Nasser Al Raisi, Director General of Central Operations and Head of the E-Services and Smart Applications Team at the Ministry of Interior. First Lieutenant Al Balouki noted that through the UAE National Agenda 2021, the federal government endeavors to adopt the smart government concepts - thus positioning the UAE as the first country to provide smart government services via smartphones.

First Lieutenant Al Balouki indicated that studies have been conducted for the eTransformation of the Ministry of Interior’s services and the transition to smart government. “Based on the outcomes of these studies, all of the requirements and challenges pertaining to the process of transforming the concept of the work of the Ministry of Interior have been fulfilled,” he said.  Furthermore, he highlighted the achievements accomplished by the E-Services and Smart Applications Team in terms of the electronic and smart transition.

The briefing covered the initiatives and projects developed as part of the eTransformation project, the developments of policies and service governance frameworks, the ISO 27001, drafted projects, and other projects that are currently underway. Moreover, First Lieutenant Al Balouki discussed the topic of website governance and communication centers for providing technical links and integrative services. “The projects backing the eTransformation process include the services repository and the Excellence Diploma in addition to other ongoing projects - such as an automatic queuing system, smart government enablers, the smart government roadmap, and the “James” standard indicators. The smart government projects include the Smartphone Applications Award, two development projects, smartphone applications, and smart services marketing.  

The briefing was also attended by: Colonel Mohammed Hamid bin Dalmouj Al Dhaheri, Strategy and Performance Development Director General at the Ministry of Interior; Colonel Faisal Sultan Al Shuaibi, Director of Strategy and Performance Development at Abu Dhabi Police General Headquarters; and Colonel Barakat Al Kendi, Deputy Director of ICT Department at the Abu Dhabi Police.

First Lieutenant Al Balouki emphasized that the main action plan includes the readiness of services, MoI’s unified services portal, and the smartphone applications. He additionally highlighted the results of the eTransformation processes, which has 339 total services - of which 323 services have been electronically transformed. Of these transformed services, 212 services have been used, and 127 services have not yet been used.

First Lieutenant Al Balouki also highlighted the smartphone applications, which include a number of services of the Vehicles and Drivers Licensing Department, in addition to other police services related to issuing criminal status certificates and assessing criminal and security information. “The services of the Naturalization and Residency Department via the smartphones applications include issuing long-term and short-term visit entry permits, entry permits for domestic workers, and passport renewals for citizens. As for the Civil Defense services via smartphone apps, they include facility profiles, completion certificates, executive approvals for architectural plans, vehicles and tanks, and awareness lectures. The Civil Defense services additionally include GPS services, service centers and service cards, social media tracking services; and also allow users to make 999 calls, and send text messages through 5999. The smartphone app correspondingly provides users with a call center to respond to all inquiries on 8005000.”

First Lieutenant Al Balouki also highlighted the national and international achievements of the E-Services and Smart Applications Team. At the local level, the team was awarded with the Sheikh Mohammed bin Rashid Government Excellence Award in the category of the Electronically Distinguished Entity. At the regional level, the team won the “Best Government Interoperable eService” Award during the GCC eGovernment Awards Conference and Exhibition. At the international level, the team received the distinguished Stevie Award for the “Best Electronic Department”.
