Saif bin Zayed Discusses Ways to Promote Bilateral Cooperation with Egyptian Counterpart

Lt. General HH Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, met on Monday with Major General Mohamed Ibrahim Moustafa, Egyptian Minister of Interior and the accompanying delegation, on a visit to the UAE.   

During the meeting, which was held at the Abu Dhabi Police General Headquarters’, both parties discussed ways to develop bilateral cooperation between the two countries, especially with respect to police work. They also exchanged views on a number of issues of common interest to both countries, and the latest regional developments.

HH Deputy Prime Minister and Minister of Interior hosted a lunch banquet in honor of his prominent guest and the accompanying delegation.

Present at the meeting and the banquet, representing the UAE, Lt. General Saif Abdullah Al Sha’far, Undersecretary at the Ministry of Interior; Major General Khalil Dawood Badran, Director General of Finance and Services at Abu Dhabi Police; Major General Abdul Aziz Maktoum Al Shareefi, Director General of Protective Security at the Ministry of Interior; Major General Khamis Matar Al Muzainah,  Commander General of the Dubai Police; Major General Mohammed bin Al Awadhi Al Menhali, Director General of Human Resources in Abu Dhabi Police General Headquarters; Major General Ahmed Nasser Al Raisi, Director General of  Central Operations at Abu Dhabi Police; Brigadier Ali Khalfan Al Dhaheri, Director General of the Headquarters Affairs at Abu Dhabi Police; Colonel Sheikh Mohammad bin Tahnoun Al Nahyan, Director of Peripheral Regions Directorate at Abu Dhabi Police; and Advisor Rashid Salim Lakhrebani Al Nuaimi, Secretariat General of the Federal Demographic Council.

The Egyptian delegation included Ehab Hamouda, Egyptian Ambassador to the UAE; Major General Khaled Tharwat, Assistant Minister for National Security; Major General Shareef Galal, Director general, Egypt’s National Security Sector; Major General Adel Helmi Azab, Undersecretary from the National Security Sector; Major General Ahmed Moustafa, Undersecretary from the National Security Sector; Major General Khaled Hamdi, Director of the Minister’s office; Advisor Mohammed Almannai from the Egyptian Embassy; Brigadier General Ehab Mahmoud Abu Zeid; and Colonel Hazem Ahmed  Al Khawli  from the guest minister's office.

The Egyptian Minister toured a number of departments and police facilities, and was briefed on their daily workflow and tasks. He praised the achievements attained by the UAE, particularly within the police institution, which avails of the latest tools and technologies in discharging the diverse array of police duties. He also commended the deep-rooted solid relations between the UAE and Egypt in various fields.

H.E the minister and the accompanying delegation reviewed the tasks at the Directorate General of Strategy and Performance Development at the Ministry of Interior, as well as the workflow at the Operations Room at Abu Dhabi Police. He also toured the different sections at the Forensic Evidence Department, accompanied by Major General Dr. Ahmed Nasser Al Raisi, Director General of Central Operations at Abu Dhabi Police.

Colonel Mohammed Hamid bin Dalmouj Al Dhaheri, Strategy and Performance Development Director General at the Ministry of Interior, noted that the achieved plans and indicators designed to assess performance at the MoI’s sectors embody the police leadership’s vision aimed at enhancing the quality of services provided to the public. The visiting delegation was also briefed by Colonel Faisal Sultan Al Shuaibi, Head of Strategy and Performance Development at Abu Dhabi Police GHQ, about the plans and the programs implemented by the Directorate General of Strategy and Performance Development, in addition to its various stages of development and the tasks and duties of its affiliated departments.

During the tour at the Central Operations Room, the delegation was given an overview of the services provided to community members, as well as the Operations Room high-level of readiness and valuable role in supporting police work. Additionally, the delegation reviewed the nature of work at the Forensic Evidence Department and was briefed by Colonel Abdul Rahman Al Hammadi, Head of the Forensic Evidence Department, about the various tasks and duties carried out by the department using the latest advanced technologies in countering crime in order to maintain security and stability.

The tour also included the Police College in Abu Dhabi, where the delegation was briefed by Police College Director, Colonel Saif Al Ketbi, about the organizational structure of the college, and its instrumental role in qualifying and training police officers. The delegation was also acquainted with the education system at the college.

The visiting minister and the accompanying delegation attended live demonstrations presented by the Security Support Department at the Police College’s training field, showcasing the modern and advanced machinery and equipment used in police work. They also attended a mock drill on the proper ways to handle and manage security-related events.

Furthermore, the delegation members were briefed by Lieutenant Colonel Khaled Al Shamesi, Head of the Security Support Department, about the department’s organizational structure and its different tasks and duties. They were also acquainted with the sophisticated devices used to manage and control security events, and to increase the efficiency of police officers in accordance with the best international standards in the field of security and safety.

The visiting delegation also visited the Crime Scene Department at Abu Dhabi Police, where they met with Lieutenant Colonel Salem Al Dir’e, Head of the department, who briefed them on the Crime Scene Department’s activities and procedures; the proper means to process crime scenes; as well as the health and safety measures implemented to preserve and protect a crime scene.

The delegation toured the Crime Scene Training Village, and reviewed the various methods used in training professional human cadres. They were also introduced to the importance of investigating crime scenes to determine how the crime was committed, as well as the methods, tools, and the probable entry and exit paths employed by the perpetrators.

Members of the Egyptian delegation reviewed several scenarios, and were acquainted with the appropriate ways of examining and processing crime scenes, handling trace evidence, as well as taking photographs, collecting and documenting evidence and sending them to the competent authorities. They also reviewed a demonstration of the latest equipment and technologies used to detect trace evidence at crime scenes, including a demonstration of the 360-degree camera system, which captures the entire crime scene details with extremely high resolution. They also reviewed the latest equipment used to collect trace evidence and imprints, as well as the vehicles used at the crime scenes.
